Precision Environmental is proud to announce it has been awarded Contract No. 4280 by the City of Los Angeles, acting through its Board of Recreation and Park Commissioners and Department of Recreation and Parks (RAP), for hazardous substances abatement services.
This contract carries an aggregate amount of $21,000,000. Precision was selected through a Request for Qualifications (RFQ) process as a pre-qualified contractor.
Contract Significance
This major citywide contract is a critical tool for the City of Los Angeles to protect and maintain its vast network of recreation centers, parks, and support facilities that serve millions of residents every year. RAP is responsible for the ongoing maintenance, improvement, and safe operation of these public assets. Having a trusted, pre-qualified contractor ready to perform complex hazardous materials work allows the City to respond quickly and efficiently to both planned projects and unexpected situations—protecting public health, ensuring regulatory compliance, and keeping parks and facilities open and safe for the community.
The contract enables RAP to address asbestos, lead, mold, contaminated soil, and other hazardous substances across its properties while also providing rapid restoration services after fire, water, smoke, earthquake, or other damage. By securing this capacity in advance, the City avoids delays that could arise from starting a new competitive process for every individual project. The result is faster project delivery, stronger environmental safeguards, better protection for park patrons and RAP employees, and continued access to high-quality recreational spaces that are essential to quality of life in Los Angeles.
Key capabilities under the contract include:
- Systematically planning, evaluating, and conducting abatement activities (enclosing, stabilizing, repairing, encapsulating, containing, cleaning, excavating, decontaminating, removing, packaging, transporting, and disposing of hazardous materials)
- Developing abatement plans and specifications
- Supporting remedial action plans and regulatory interfaces (including LAFD, SCAQMD, and Procedure 5 plans)
- Working with City-approved air-monitoring contractors
- Providing restoration and remedial services after disasters
- Preparing complete close-out documentation, manifests, and regulatory notifications
- Full compliance with prevailing wage, Cal/OSHA, and all applicable federal, state, and local requirements
All work will be performed with Precision’s in-house teams under strict safety protocols, with a qualified supervisor on site and coordination with RAP Project Managers.
